Hard Drive Spinning Up And Down

Hello. I just cleaned the inside of my computer and theres always a bit of anxiety when booting it back up after going near the insides.
Whenever I boot up my computer now, the second hard drive keeps spinning up, making a clicking noise, and then spinning down again. I know its the second hard drive as when I unplug its power cable the noise stops and I can boot into the OS fine.
Is this a mechanical problem and if it is, is there any way to get the data off of it?

It its spinning up and spinning down and clicking then it may be to late without spending a lot of money on data recovery.
You didn't by any chance use a vacuum cleaner to clean the inside of your computer did you? If so then that is where the damage was done. Static discharge has damaged the hard disk electronics.
