Why is being measured in hard drives both desktop and notebook sizes. The desktop hard drives are said to be 3.5", I measured it at close to 4" maybe more and same with the notebook drives. They don't match up. So what are they measuring exactly? platters?

The 3.5" and 2.5" refer to the internal platter diameters.

More correctly, it is the width of the removable media case for diskettes. Comes from the width of the old 5 1/4 inch and 3.5 inch diskettes. Their cover cases were that wide, not the media disk inside the case or the size of the drive they go into.
In the case of disk drives, it does not really have anything to do with the media size at all, but rather the size of the bay it installs into. A 3.5 inch disk drive fits into the same bay slot as a 3.5 inch diskette drive, all of which are wider than 3.5 inch.
With the 2.5 disk drives, its just a convenient number that is close to the platter size.
