Is it partitioned and formatted? In control panel > admin tools > computer management select DISK MANAGEMENT. Rightclick on the new drive and you can partition and format from there.
I used to have a signature but it disappeared and I just couldn't be bothered writing another so please feel free to ingore this.

I am having the same problem on Puter. The slave drive E: was working fine but somehow got disconnected from the IDE cable.
Device manager lists it. It is not listed in computer disk management to assign a drive letter. I can here the disk running.
Should I run any tests on it? Change Bios Settings? I am still learning things about XP-Professional. Any Advice is welcomed.
