Hard Drive Light Stay On

I have a computer that I am working on, when I turn the power on, the hard drive light stays on but nothing loads on the screen it stays completely black. I have re-seated the memory, power, CPU, and I have un-plugged the Hard Drive and tried to post with it unplugged from power and the IDE but still nothing! I then un plugged everything and took out the modem and tried to post the system, but still nothing. Could it be a bad MB or bad power supply?

Most likely, yes. You could remove the video card and RAM. You should get beep(s) without them, if the power supply and motherboard/CPU are ok..
