hal.dll missing -> no HD access

I have a dual boot computer. The C drive did not install windows well so I installed it onto D drive. Now after working for a few months and installing and deleting some files on both drives, I can't get this D drive to be recognized. It says the hal.dll file under windows/system32 is missing or corrupt. Windows would not start.
So, when I reinstalled windows to my C drive it worked okay since I started a clean install. Then when I tried to look into the D drive it was not recognizable at all and windows was asking about reformatting the drive. BIOS also picks it up but not accessible from the C:/ prompt.
I need help to recover all my files from the D drive!! please!!!!!
ok, I gave up and decided to format my hard drive. But, then when I tried to format it, it just gets hung up on 2% done. What's the deal with that? I quit the format and decided I need some answers. Pls help.
