Graphics card overheating?

I have a Gainward GeForce 4 Ti 4200 graphics card with a red circular heatsink that has the fan built into it. I opened the case while the system was on the other day to find the card fairly hot to the touch and the fan not turning. I gave it a nudge and it started again but it has probably been off for at least a couple of weeks, and I have run some games during that time. Could the graphics chip be damaged or will it be OK? I have noticed a slight slowdown in games recently, could that be related?

Even if you restarted your fan manually i would get another one(VGA fan) because you may end up frying your video card. Yes it's why you noticed a slowdown while playing games.
