Graphic problems, hard or software?

My graphic card is a GeForce 4 TI 4600 (Top of the line). When my computer comes up, all of my desktop icons are completly white. The taskbar icons are invisible, the start menu icons are messed up, and any icons or graphics period are completly messed up. Mostly whites, blacks, and greys. When I open up any program, all the graphics are messed up as well. HOWEVER, if I open a JPEG (or any other picture file) I can see the picture perfectly, but everything else is wacky. Also, I can see video fine as well, but the players are messed up. Could this VERY wierd problem be hardware or software related?

Bizzare! I presume that you have the latest drivers installed and your screen resolution and settings are correct??

I giving it a guess that this is hardware related since everything is updated. I would just return the card and get a new one. If the old vid card didn't have that problem, then it's your new vid card. Or simply your motherboard doesn't support the new vid card. Check the mobo and vid card websites for support about this issue.
