GoldStar CD-ROM not reading CD's

I have an old DOS box that I use for games. I am trying to install Direct X 8.0 onto it. It has no internet access, so I have to burn the program onto a disk. But the CD-ROM is messed up. It isn't reading multiple CD's, including ones I didn't even burn. Could this have something to do with a PCI bus? If so, how the heck do I get rid of it? Otherwise, what else is causing this? I need Direct X 8.0 REALLY BAD!
