How do computers translate and send information through cables?

There are different methods used. One is where a positive voltage is a one bit and a negative or zero voltage is a zero bit. Another one is where one frequency is a one bit and a different frequency is a zero bit. There are many others.

There is also an importance on how the bits are transmited: syncronios or asyncronios (spelling?)

close ghimpe-- I think it's syncronous (not positive though) To add to it, the cable's are just that transmission lines. From there the data needs to be broken down sometimes by analog to digital converters (if your dealing with analog devices that is).
