Geforce 8600 GTS too damn slow

Specs: Windows XP

Intel Quad 6600 @ 2.40Ghz
Geforce GTS 8600 Graphic card
Onboard Sound,Realtek drivers

Hi, I hope you can help me. When I run 3D intensive games, they are mostly unplayable - on what I consider quite a reasonably high-end machine. The framerates in some games are less than 1 FPS (even with lower quality settings) and the whole thing locks up, like it's really struggling to perform.

On Performance Test 7.0, I get this comparison with a similar machine: running the same card:

I have updated all of my graphic card drivers and I attempted to overclock the card (but it made no difference at all) .

What OS? What games (not that it really matters)? and How long have you had the video card? Was it bought new? Is it under warranty? Have you tried older drivers? Is there dust in the heatsink of the fan? Have you ever removed the heatsink from the GPU and maybe forgot to remove the old heat dope and replace it with new? Lots to check for. Does your motherboard have a PCI-E Driver program (like a chipset driver)?

OS: Win XP
Games: Call of Duty 4
How long have I had the video card: About 2 years
Under warranty? Don't know but I doubt it
Dust on the Fan heatsink? Minimal, as I try and keep it clean with an compressed air blower
Removed heatsink? No
Chipset driver? I think so, but will check it
Older driver? Yes, was running older driver before I upgraded to newer one (2009)
