gateway system recovery

I have new hard drive on my old gateway computer. The recovery disk does autorun to the menu. I do get to the cd from the D: prompt. When I enter runmenu.exe at the d:\ prompt, I get error "This program must be run under win32". Need help , what do I do now?
Trying to reinstall winxp home edition from recovery disks.

Are you booting to the CD or accessing it from within Windows?

I'm booting to the gateway recovery disk 1 which should give me a menu.

It's obviously not booting to the CD.
