The LCD converter provides a high voltage to start the back-light which is a Cold Cathode Fluorescent Lamp. The inverter performs a similar job to the starting capacitor in your fluorescent lamps in the office. Just provides a high voltage to get things going. Without it the fluorescent lamp never lights.

A failed inverter will be shown by a very dim screen. You can just see what is on the screen if you look carefully. Reflected ambient light will be just enough to see if the LCD matrix is still working.
