friends pc got hacked..cant turn on

i know this is off the topic of general hardware but is the closest to it..
anyway, yesterday my frien's computer got hacked by someone (i dont know) and it looks like they put some type of virus in his computer. (BTW- he got hacked through the web server he runs through his computer -same IP)
NOw, his computer wont turn on. i dunno maybe theres a timer on the virus or something. Any help on how to get the computer started back up again would be much appreciated.

Take out the hdd, short the clear cmos jumper and take the RTC battery out for about a 1/2 hour. then replace the hdd with any hdd that is known to work, reset the jumper and replace the battery. Then load win98_se basic and load a virus scan and proceed to set up the original hdd on ide2 and try to run the scan on drive D:\. If the virus has killed your boot sector then there are programs that can possibly restore it but dont be at all surprised if they can't.
