hey,

Two of my four case panels are being used by a cdrom and a burner. can i remove the other two for easy access when i need it or will it make the comp more prone to dust or static?

Easy access to what?
Lots of people leave their case sides off, so that wouldn't be any different.
Electrical devices are a dust magnet.
Whether you leave all panels in place or take them all off, you will still get dust in your computer and need to clean.
Hope that helps

If you have a well designed case(hopefully) you will affect the cooling characterisics of the case. Leaving the side cover off can have the same affect.
