Found New Hardware Wizard won't stop popping up

Specs: Windows XP
I'm trying to install drivers for a new video card I just got. It's a CD installment, but whenever I turn my computer on, the Found New Hardware Wizard won't stop popping up. I exit it out, but it just keeps coming back. And the CD won't let me install anything while the Found New Hardware Wizard is up. Is there any way I can stop the Found New Hardware Wizard from popping up?

Reboot into Safe Mode, it will rely on the default minimum video driver and should let you install the driver.

You have to be a little bit crazy to keep you from going insane.

Or if you continue with the hardware wizard's attempt to install the drivers (don't let it search the internet) it'll eventually tell you it can't find the drivers and should leave you alone after that.

Or, the hardware wizard may let you point it to the install CD to find the driver and that may also work.

You have to be a little bit crazy to keep you from going insane.
