Formatting a Compaq Evo n400c lacking optical drive

Specs: Windows XP
He cannot, because the laptop lacks CD or DVD optical Drive. Format the Disk in another PIII similar processor,
start the notebook and then press F8, choose save mode,
and then the OS will recognize hardware. Then you will be asked to reboot. Do it. That's all.

Could he be replying to this post from 2011?

I have to disagree with his answer, but it might just be due to improper use of the word "formatting". Formatting the entire disk will erase all data; if that's done, pressing F8 at startup will do nothing. If only the C:\ partition is formatted, Windows might be able to be reinstalled from the recovery partition (if there is one).
