Flickering white line on boot up and fuzzy screen

Specs: Windows 7, I5 2500k, 8gb
This morning i booted up. but something was wrong. As it booted up, some strange white lines that stretched from end to end of my monitor flashed across my screen. This didn't affect the boot time though. When boot up had finished, Windows had reset my resolution. I cranked it back up but now i've got slightly fuzzy text and images. It's not noticeable to the untrained eye but it is annoying.

What could all this mean? Dying monitor, graphics card or worse?

First check that there is no graphics driver problem in Device Manager.
If driver shows okay, do this:

Try to borrow another monitor as a test, it's the only way to find out.
If a different monitor has same problem, I'm guessing it's the graphics chip.

Yes, the symptoms are rather severe (lost vertical scan) and don't fit too well with a driver issue, so I too would put graphics chip or monitor at the top of the most likely list.
