Flickering monitor

I have a Hansol 920P running at 1280 by 1024 with an 85 Hz refresh rate. I have a GForce 4 Ti 4600 128 Mb RAM. I have just started noticing that the monitor flickers occasionaly, and really fine phantom lines appear. The lines are similar to the faint lines that appear when there is a weak signal from a mobile phone. There is nothing close to the monitor that could cause electrical noise.
Is my monitor in need of an RMA? Is my GFX card in need of an RMA?
This is really annoying! Maybe there is something causing this that I havnt thought of...any ideas would be greatly appreciated!

Is it possible that the temperature of the Graphics card could cause such a problem?
Either my sight has degenerated due to lack of sleep...or the flickers have gone.
This seems to have happened after i opened my window...my temps were 53C CPU & 37C motherboard.....now they are 50C CPU & 35C motherboard......im presuming that as it was warmer in the case...the GFX card was hotter too!
I have 7 fans and i still cant get my temps down any lower than average 47C (CPU)....I guess its not too bad for an XP 3000+!
Summary: For Months now I have had a flickering Monitor, and could not check the monitor on another computer, but went to the computer shop and they told me to stop the flickering (this was slight flickering) ...
Summary: i have KDS 17 inch monitor that constantly flickers and then will not show any picture on the screen even tho the monitor is on...after a while the picture just comes back or sometimes it doenst come ...
