do flat pannel monitors have a refresh rate in the same way that crt monitors do? Or do they only change when something on the screen changes?

depends. use CRT if you are a gamer. LCD aren't designed for games. LCD can't keep up with the rate.

Flat panels do have a refesh rate, but it's typically lower than what you usually find with CRT's because the liquid crystal is less susceptible to flicker. Usually they operate at about 60Hz.
Don't pay attention to general comments like "LCD's aren't for games". Some displays will exhibit "ghosting" with fast-moving images, but others are more than capable. Do your research if this could be a problem for you.

I dont think lcds have a refresh so to speak they just stay they same untill the screen changes and then it redraws the image. And they are fine for games
