Flashing Non-Responsive Motherboard

OK heres the deal, i have had numerous motherboards that come non-responsive from my suppliers, i RMA them then they are send back by suppliers responsive with the only explanation being "bios reflashed" How The Hell Do You Flash A DOA Motherboard???? thje only way I can figure is if they are responsive in the first place-is there a trick that is somehow getting by my modestley A-OK intellect? anyone? anyone?

All they are doing is recopying the bios software into the bios chip. Without this software the mobo won't come to life - the wrong version has the same effect
