Flashing light on ac adapter

I have a dell Latitude C800, when I plug in the ac adapter in the laptop, the green light on it starts to flash, when its disconnected from the laptop the led is static. No lights come on for power on the laptop and the battery isn't charging. I have tried a new power unit, but it still does the same thing. Can anyone help me please?
