flash drive not being recognized

Specs: Windows 98
Compaq Presario 1250. Has one USB port. Two different brands of flash drives cannot be "seen" and these plug in drives are not shown in My Computer or Windows Explorer. Device managers for USB are shown to be working in the device manager lists. Do I need a special driver for these flash drives? The plug and play detector notes when they are plugged into the laptop but cannot find a proper driver in the laptop's files. How do I fix this and get the laptop to recognize the flash drives on the USB port?
