I have an old computer that I am using the recovery disks for. When I boot from the first recovery disk, it says: "Error - The hard disk was not found" "If you have a hard disk installed, the cables may be loose or the disk may not be initialized. "You may need to use FDisk to program to initialize the disk".
Then it gives me the option to perform a command. I have already formatted the disk using NTFS.
What is the command that I need to use in order to get the recovery console to start it's process?

BTW, yes, I am sure that there is a HDD in the computer, plugged into the master end of the IDE cable. Just checked. Also, the hard drive is still "Fresh" and working.

If I remmber it correctly Old HP computers used FAT32 before M$ started to push NTFS beginning with WMCE edition.
In your case my quess is that the Recovery discs expects to find the HD formatted as FAT32. You get this error message because you formatted it as NTFS instead. Do it over using FDisk utility.
