Slow is a matter of opinion...
You have a crappy board with crappy SiS chipset that only supports single channel RAM coupled with a Celeron, plus a mediocre video card & an underpowered PSU.
Did you install the motherboard chipset drivers?
Don't pair up the HDDs or the optical drives on the same channel/cable. I recommend either of these configs:
prim master = HDD-1
prim slave = CD-ROM
2nd master = DVD burner
2nd slave = HDD-2prim master = HDD-1
prim slave = CD-ROM
2nd master = HDD-2
2nd slave = DVD burnerUse master or slave jumpers...don't use cable select. Use 80-wire ribbon cables for both channels.

"You said that you upgraded so you obviously had *some* money. SiS based boards are low end & the one you bought sells for $30 at newegg. You couldn't have scrounged up a few more bucks? Whatever, what's done is done...now you have to try to make the most of it..."
It took me about 2 months to save enough for that board and 256Mbs of ram.
"Get rid of the CD-ROM drive...you don't need it. The DVD burner can handle all your optical drive duties. Move the burner to a different bay if necessary, then pair up the burner & the 2nd HDD on the 2ndary channel."
I use the other cd-rom all the time, i dont have a dvd burner its a Cd-RW/DVD combo drive.
"If you're using a non-Dell motherboard, you can't use your Dell version of Windows. I've never used WinXP MCE, but I've read it has performance problems. Do you have WinXP Home or Pro instead? Which HDD are you using for your OS & what file system (FAT32 or NTFS) are you using? FAT32 works better on smaller HDDs/partitions."I use the 40Gb drive for windows, with NTFS, i got windows xp home with the dell, that why im using Windows XP MCE now.

I have no idea why but I decided to switch the ram cards I had 256Mb in slot 1 and a 512Mb in slot 2, so I switched them the 512Mb in slot 1 the 256Mb card in slot 2.
I dont see how that would make a difference but it did, the computer still works a bit slow but nothing like it was.
