Fans stop working

Hi all,
I have a weird problem. I am working on my conputer and suddenly the CPU fan and the VGA card fan stops working and the screen goes blank. I have a ASUS A7V333 mobo.
Then I turn off and try to turn on and the fans still don't work but HDD and CD drives spin, etc. I have a 300W power supply and I think that is more than enough. I have this hardware configuration for almost a year and had no problems before. Just recently these problems occured.
Furthermore, I try to turn on the system but still no reaction - fans do not work and no signal to screen. Then I tried to disconnect my HDD power cable and switched the system on, and it worked. Another way of how to get it to work was to disconnect the PCs power cable and wait some 10 minutes and then plug the cable back in. Strange, but is this a mobo/fan/hdd or power supply problem???

"disconnect the PCs power cable and wait some 10 minutes" This an indication that something is overloading the power supply. It seems to be the hard drive.
