fans are turning, power supply?

CPU/Ram: amd 2400/256 MB 333 ddr r

I just installed a new motherboard (biostart m7ncd), cpu (amd 2400), ram (256 mb 333 ddr), and video card (verto GeFORCE FX 128 MB 8x agp) in my computer. I did this upgrade because my computer had stopped working. I have the same problem I had before, I turn on and I get a blank screen.

-blank screen
-no beeps
-no leds
-cd roms light up and open
-clearing bios = no help
-only expansion card is the video card

I have tried all my components (except the power supply) between two motherboards, cpu's, sticks of ram, and video cards. the monitor works fine hooked up to my laptop.

on the first boot after installing everything the screen flashed the video card stats then went blank. nothing since.

does this sound like a power supply problem?

Yes it does sound like the Power Supply. As it is the only thing you havnt tried it seems like the obvious. It might weel have been what your original problem was.
