Fan problems?

hello everyone. I am posting on behalf of my brother.
His computer seems to make a beeping sound when he turns it on. And he keeps restarting it till it doesnt make it anymore.
He recently found out that it makes the beeping noise when the CPU fan doesnt startup. Any ideas what the problem might be.
CPU: AMD 4400 dual 64 mobo: GAk8NSLI pro CPU fan: zalman (not sure what model)

A more precise description of the beep sequence is required. Is the fan not starting because the system has a fault somewhere else or is the system not starting because the fan is faulty?
BIOS beep codes have meaning.
I used to have a signature but it disappeared and I just couldn't be bothered writing another so please feel free to ingore this.

Hi, The fan probably has acquired more bearing friction than it can overcome on startup. Fans have practically no starting torque. Try a new fan. Old fan can be lubed in a pinch so you can run until you find a new one. Sometimes cures the problem for years. Luck Jim

The beeping sounds is a constant beep. It and it takes several resets to get it working. (Doesnt boot into windows).
Also this is a new computer, not even a month old, 2 weeks old in fact.
