FAN on Motherboard not running:Monitor won't

Specs: Windows XP
Fan on the motherboard of the computer is not running when turning on the computer - I opened it up only because my friend said that the video card was probably out because the monitor fails to show anything once turned on, so now my friend says that the motherboard is likely burned up =- and I just want to make sure that he's right before I make any attempts at buying things. any ideas?

first thing to try is to remove all PCI devices and then turn it on. If the fan still doesn't run, then you may try swapping out power supplies.

Also, if the PC has 2 sticks of ram, try with just one, then the other, to see if the PC boots up.
