Fan not running compaq armada 7400

I have a Compaq Armada 7400 laptop. If the temp is hot enough, when I power it on I can hear the fan turn on for about 3 seconds before the bios prompt comes up. Then it turns off and I never hear it turn on again no matter how hot it gets. I took it apart until I could get to the fan, and it was securely plugged in and the fan looked good. Is there a fan control program for this laptop for win98. Why would it run once then fail to turn on again?

I also get staticky sounds that come from the speakers nearly all the time, especially if there is disk access or cpu use taking place, even if I mute the speakers in windows.
