fan dosent`spin but power lights green

my pc dont work after i try to change ram,i have done it before but this time,i could smell something was burned.When i turn on the fans spin 2 sec and off.there is light in motherboard.network card which with motherboard works when its plugged its light but the external network dont light anymore?could it power.supply?or what else can it be and how to fix it?

I would suspect the power supply unless this happened right after installing the new ram.
If this happened right after installing the new ram then I would put the old ram back in and see if it will boot.
Since you have the case open finding where the burned smell is coming from should be easy.

i did put old ram and still nothing happened.can ram be burn and be unused or ram slots.I asked one guy and he told me had one problem with one pc and he took sound card out network card out and other device then he said it was network it was the problem then pc start.i did try that but it was`nt that.
