Fan doesn't turn on

Specs: Windows Vista Pro
So I've been having issues with my computer
overheating a lot lately and automatically
shutting down. After taking it partially apart
and pulling out the HD it's very hot to the
touch, no wonder it's shutting itself off. I've also
noticed lately that the fan isn't even turning on
anymore. I can't seem to get into the Setup
Utility using the maintenance and Service
guide by HP- it says some stupid press f10 at
the first screen but then when I do nothing
happens. I know there is an option in the
System Configuration menu that allows me to
enable the fan to always be on, I would like to
do this but every google search has given me
nothing on a step by step process to achieve
this. Is there a way I can access this option
from Run and do it that way? How do I get my
fan to turn on and stay on?

Maybe the fan is shot. It's probably not a software issue. Try a new fan

Thanks, but I found out what the problem was. After taking my
laptop apart- which was a very fun process, I discovered two very
large dust bunnies (each about the size of my pinkie nail)
creating a stoppage in the fan blades that was not allowing the
fan to spin. I removed them and now everything works!
I took a picture for reference.
