The same way as you would on any other Windows platform.
However, if you intention is to share this Internet connection with other computers then you are going to need to install Internet Connection sharing which rather defeats the object of having a server. Sharing an Internet connection via a servicer is not a good idea. A virus could bring the whole network crashing down.
USB modem by there very nature are really only good for single user applications.
