External sound card pops & crackles

Dell Studio 1535
Intel T8100 2000Ghz
4GB RAM

Both on XP and Vista, with all other devices running or disabled, my external USB soundcard "Terratec DMX 6fire USB" produces pops every 2 secs, no matter which samplerate, no matter nothing. I thought the problem is in USB controller and tried to plug it in via expresscard-to-usb adapter. It didn't help. Sound card runs normally on other laptops and desktops. May be its something with processor?

I would explore the possibility that your power supply is starting to fail.
