External HDD and USB2.0

Hi to all. I have this problem! I have an external enclosure with a 200GB SATA HDD inside. When I plug the HDD to the onboard USB 2.0 ports the drive works great! But I have to plug it to the front USB connections, because all my USB ports on the back of the case are used. I have an PCI-to-USB 2.0 controller with 4 USB 2.0 ports. When i plug the HDD the that card the HDD simply shuts down! And turns back on when I unplug it. Why and how can i fix it? P.S. the HDD has external power transformer.

Could be shielding differences or a bad PCI/USB 2.0 card. USB 2.0 devices can be pretty sensitive.

Well. That makes some sense. But all my other USB 2.0 devices work fine when connected to the PCI-To-USB2.0 card. Only the HDD fails. What do you mean by shielding differences? On the cable? Or the ground connector between the HDD and PCI card?
Summary: It seemed to me, that none of the above answered the question raised. If the usb's are original, details should be in the pc's manual, or if the usb's are on an add-on card, its documentation. USB2 ...
