External Harddrive case

Specs: Windows Vista Basic, 3.0 Ghz (HT)
Hello I just got a external case CP Technologies CP-U2B-3G. I have a Western Digital WD1600AVJB I am going to place in it. I had the drive in the case and had it connected to the computer thru the supplied USB cable. The drive installed but Windows doese not see the drive. I am sure the drive is formatted NTFS. My question is what about the jumper I have it set to slave. Is that correct? Do I even need the jumper?

Its not in disk management. But in decice manager under USB controllers there is an USB Mass storage. The book said thats where the drive would be listed.
I just put the drive back in and double checked. Maybe it needs to be on cable select. Its not showing in disk management or in my computer.

I just tried another 160 GB drive. Same problem. The WD drive is dead. The drive I have in it now is working and is a seagate. Its formatted also. I plugged in the usb and it showed at the bottom it was installed. But I try in computer management device manager and My Computer its not in either one of those. Also on my laptop also Vista it would not install the drive.

I just set it as master and still same problem

The segate drive works now on my desktop but not on my laptop.
The laptop shows a message that saids.
"this device can perform faster if connected to a high speed USB device"
The USB is high speed 2.0. The laptop is only 2 years old and it is high speed USB.
