External Hard Drive not being read.

Alright, I've been working with this thing for a week reading thread after thread all around Google and I have yet to figure out to recover data off of my Hard Drive.
To get started, here are things I have done:
-Checked Power sources & USB cables
-Tried other computers/devices
-Hard Drive is found in Device Manager
-Tried new drivers

Now, I know of a couple programs to recover data. I have tried PC Inspector File Recovery, but it cannot even find the drive. There was a DOS based program that I had found to recover data off of the HD when I first started, I abandoned it and tried to find other programs, I can no longer find it, and it was the only program able to detect the Hard Drive.
However, when it detected my 640 Gig HD it was read as having 2,200 Gigabytes making the scan time days. I am out of ideas, I would greatly appreciate anyone's feedback.
