External Hard Drive not being read

My Dell (inspiron 5100) under My computer will not display the "Toshiba External Hard Drive" icon (Like the Toshiba's user manual states should happen when plugging in the external hard drive with a USB cord to the dell). The external hard drive is brand new (thanks to Santa!) and it will not be recongized! It is under device manager in My computer as working properly. However there is no way to have the external hard drive be read, so files can be saved on it.
PLEASE HELP!!! Im dying to add my music on the external hard drive so I can add it to my new computer, any help will be apperciated!!

Is it formated? Go into Start- Control Panel - Administrative tools- Computer management- disk managment, it may show that it is unformated/ unhealthy, just format it and it should work.
I only Batch if possible, 2000 more lines of code, oh well.

Thanks so much for the help, but (which I hate to say) the external hard drive is considered "healthy (GPT protective Partition) and when I right click it will not let me format....Any ideas???
