Error 0701: USB Over Current On

My mother's laptop is getting this error at start up, if I hit F1 it just goes in to windows and seems to function fine, how do I get rid of it?

Question 1: Could the error message you posted be a typo for: Error 0701: USB Port Current On Hc/port ?
Question 2: Do you have anything plugged into any USB ports when you start the laptop?

Yes, it appears that you either have a USB device or USB port problem.

Shouldn't it tell me which USB hub is bad in device manager and therefore allow me to disable it?

Afraid not. The motherboard detects an overcurrent on one of the controllers, but doesn't know which one.
You can do some experimenting and try to determine is it's one or more of the controllers/ports or one of the USB devices by trying different devices in each port.
