emergency please help

CPU/Ram: AMD 64 3000+ 256 DDR

my computer has all these lines going across the screen they are very small lines and disapare sometimes. these lines happen both and boot up and desktop. i also gets black screen at ramdom at boot up even during the post. i have the latest drivers for display. tried an other monitor got the same problem. my friends are saying it is the video card. but i am not sure. please help

Your friends are probably correct. Since you are experiencing a problem during post -- which occurs prior to Windows loading -- you can eliminate the Windows driver as the source of your problem. You've taken the first troubleshooting step of trying a different monitor, which did not eliminate your problem. I would first try re-seating the video card (unless it's integrated into the motherboard). If that doesn't cure the problem, you may need to replace the video card.
