I have got thae same Issue for my HDD ........Please help me!

You can also check Task Manager and you might find that a program you thought was closed is still partially open and holding a file open. Find that program and close it and you solve the mystery.
Alternately, restarting the machine often helps this but it is not always convenient to do.

You have to be a little bit crazy to keep you from going insane.
