Can a video card designed for PCI 3.0 be used on a
motherboard which only has PCI 2.0 ?

Yes, a PCI 3.0 card will work in PCI 2.0 slot since PCI 3.0 devices are backwards compatible with PCI 2.0

Are you asking about PCI or PCI-express? They're completely different.
