DVD-RW drive reads sporadically

I can't seem to get my DVD drive to read discs properly. DVD playback sputters, data streams take forever (I've been bringing data-laden DVDs home from work since I don't have an internet connection at home yet), and I can hear the drive physically starting and stopping every half-second. I thought maybe I needed more RAM or a video card (I've always intended to upgrade in steps, but I've only just acquired this PC), but sending files from one folder to another within the hard drive takes almost no time at all by comparison, indicating to me that the problem lies in the hardware. My friend's CPU has hyperthreading and I thought maybe this was why he could read a DVD faster and without constant interruption, but this just doesn't sound right to me anymore.
I don't know the specifics of the device offhand, but it's supposed to be able to write +R,-R,RAM, and dual-layer at up to 16x. The PC is an eMachines 5036 (from TigerDirect).

Mine did that before it died.

Send it back for repair if under warranty, or buy a new one,

With emachine, make sure you have a sufficient power supply and UDMA is on for the drive. Even to the point of turning off UDMA and then turning back on UDMA. Its an occasional XP thing.

Both are indicative of problems reading. You could try blowing out the drive with a can of compressed air or try using a cleaning discette.
