Dvd/cd drive not recognized

Specs: Windows xp, 2 gb
I had the problem of my DELL computer reboots everytime when windows xp loading, and the process goes on even if I keep on the system to see how many times it will reboot. After several rebooting, it hangs somwhwere, than you need to pull out the power cable and plug it. I could not resolve the issue, hence changed both the hard drive in it. Both hard drive I set to cable select as it the system not recognizing HDD, when I set the jumpers as Master and Slave.
The other problem encountered is that when re booting, the system shows "primary hard drive 0 not detected and secondary HDD 1 not detected and the sytem ask me to press F1 to continue and F2 to reset bios.

When pressed F1 it started loading windows.

After making research, I set the BIOS to default using the Alt B and Alt.F command. The F1 and F2 problem, resolved, but...

now the problem is that after I installed the hard drive and loaded XP Prof. operating sytem with sp2 instaled, system not recognizing CD and DVD drive. CD/DVD drive opens and closes, so the power is coming there.

Registry issues I tried, but I did not make any changes there.

What will be problem ? Can anybody help me to resolve the issue ?

Do I need to set the DVD and CD drive to Cable select mode ? as the HDD (2) in cable select.

I tried few of the suggestions given by community, but it did not worked.

"than you need to pull out the power cable and plug it."

You have probably damaged the motherboard by doing that...it gets jolted. The safest way is to hold in the power button untill it shuts down safely.
