If there are no signs of life then either the drive is broken or there is no power connected to it.
Even if the drive can't read a disk the tray should operate.
Replace the drive, they are cheap.
Look at newegg.com for a replacement. Be sure to buy the correct type of data connection. IDE have a wide flat ribbon cable, SATA have a small almost round cable that is usually red.
