is it okay to burn at 8x when the disc is certified to write on at the 4x rate?

i'm assusming it is, but doing so might decrease the chance of a successful burn, right?

I would expect the burning software to verify the rating of the media and restrict the speed anyway. I thought nero did that but could be wrong.

well this is only recommended if you are experienced with dvd burning and are aware of pi po error rates and can calculate a good burn from a bad burn etc, i wouldnt recommend it full stop as it can cause errors and may cause the disc to degrade faster than it should, if your a n00b keep away!
