DVD burner won't burn

When logged on as the administrator on XP sp3, when I try to copy a file to a blank CD in my DVD burner (Samsung SH203),I get the message:
D:\ is not accessible Incorrect function
I have no burner program installed, and there is a blank CD in the drive.

In defense of Microsoft when they bundle extra features like burning software they get sued. The EU has had Microsoft into court for various and sundry reasons for years. They could bundle a full featured optical writing program but I doubt they will at this point.
Microsoft wants to move to a modular system where you would buy, or even lease, features as needed. This would give them a better cash flow than the current method. In the meantime many free burning programs are available. Even the two big players sometimes bundle older or lite versions of thier programs with new drives. That is what I am currently using myself.
