dumping physical memory - BSOD

Specs: Windows 7

I'm having a problem. When i turn on my bro's computer it boot up to blue screen and it write: dumping physical memory and a second later it jumps to 100 and restart like that. I was trying to go to bios menu and trying to access that menu to change boot device priority, but it won't allow me. Couple of times i could turn computer in safe mode, now i can't do neither that. It just show mouse pointer when starting in save mode and couple od seconds later the screen just dimming and lightnes on monitor go on low. I was trying to load restore point but nothing happened. And also when i turn on computer the screen is just fu***t up. It got some funny symbols all over the screen...

Please help me, ty.

ps: My bro is running Win 7 Pro, got 4gb of ram and 750gb of hd.
