A graphics cards with two outputs (most have a VGA and a DVI output, in which case you need a DVI to VGA adaptor so you can run two VGA monitors from it) or two single output PCI cards or two PCI-X cards (not in SLI mode) and two monitors
Then you can just use normal drivers and set it up in wondows.
