Dual 12v rails?

Specs: XP Pro, 2600+/1gig

Whats the deal with teh dual 12v rails? Do you decide what goes on each rail or how does it work? I need a new PSU and I'm thinking of this one http://www.newegg.com/app/ViewProductDesc.asp?description=17-103-924&depa=1
but I just want to be sure I know what I'm doing.

ASUS A7N8X-E DELUXE
2500+ Barton OC to 3200+
1gig Corsair XMS
Hightech Excalibur Radeon 9800 Pro Iceq 128mb
Antec True Power 430w
Dual 40gig WD.

Actual graphic cards tend to need quite a lot of extra power over the 12V rail. With all the other 12V devices the power may go down if all devices need a lot of power. With a second independant 12V rail you can spread those in a way this will not happen!
