DSL modem/router, etc

I am thinking of getting a modem/router. My question is will the modem/router have to be configured for my IP address?
In other DSL related issues, when I go to start Windows Explorer(files and folders) my Firewall pops up a message, "Windows Explorer is trying to access the Internet". I always deny the access. Why would Windows Explorer want to access the Internet?

Your modem/router will have to be configured for your IP. Nothing will work unless it is. However, its either automatic or a very simple thing to do. Nothing to worry about.

Thanks a lot! Any ideas on the Windows Explorer issue I mentioned also? Thanks.
